AK-Alfa is a peculiar DPS AR with oddly-shaped tile buffs that affect both AR and SMG.
Unfortunately, since it doesn't buff allies in the same column, it's hard to buff ARs with it without making a weird formation, therefore it's generally not recommended to do so since it'll often cause the team to take more damage (since you'll likely end up with 3 columns - and therefore end up closer to the enemy). Standard F or B-shaped formations will be a better idea.
Her skill, Blazar, is a respectable 65% damage self-buff that also makes AK-Alfa prioritize attacking units in front of her for the duration of the skill.
AK-Alfa's passive grants her 20% extra damage to units directly in front of her as well, so if there are units in this area of effect, she'll output a decent amount of DPS. The passive is active all the time, but since AK-Alfa's targeting logic doesn't prioritize units in front of her when her skill isn't activated, this is not likely to proc often.
AK-Alfa's DPS is good, but not exceptional - a bit above average (better than G41) but she can't compete with extremely strong DPS options such as AN-94, AK-12, ST AR-15 Mod, not to mention the craziness that is M4A1 Mod. As a result, AK-Alfa doesn't really stand out from other ARs, especially due to the constraint of only dealing optimal DPS to units in front of her.
Nevertheless, her DPS is still above average in most cases, and if you like AK-Alfa's design, why not train her up?
Unless it's a boss fight, no (and even then, moving to dodge skills takes priority over trying to proc the passive). A 20% boost is negligible compared to the DPS lost due to the downtime AK-Alfa suffers from not shooting.
