Overview
AK-74U's Skill has several issues, all combining to make her undesirable as a Tank and not useful otherwise either.
- Her ICD and Cooldown are long.
- Her Skill only affects whoever she is currently shooting.
- The effectiveness of her Skill is reduced against Elite enemies (which includes all Bosses).
As such she is a Single-target specialist (which means she effectively only wants to tank Bosses) but her Skill's effectiveness is halved against the same subgroup of enemies.
There are far better options to use than AK-74U and you should find something better to use.
Also take note that her uptime is closer to 10s as it is 5s uptime and 5s duration, so provided she hits the target near the end of her Skill it should last for almost 10s.

Her Skill has a decent uptime of almost 10/16s, though as it doesn't do much this hardly matters.
Cons
Only Useful Versus Single Targets, But Also Not Effective Against Single Targets
Her Skill is reduced in effectiveness against anything you'd fight as a single enemy, making anything positive you can say about it almost irrelevant.
