Overview
AS Val is a Night self-buffing AR.
As a Night AR, AS Val has a significantly weaker Skill at Day but a stronger multiplier at Night. While this might seem beneficial, there really isn’t much reason to use a Night specialist when good Day ARs are completely fine at Night with a PEQ equipped. Her uptime is also not very impressive.
As such, pre-Mod AS Val is not recommended for use.

Overview
AS Val’s new Skill2 grants her surehit for 3 seconds after gaining a Damage buff. This means she has surehit for the first 3 seconds of her Skill1 on her own, with other sources (such as buffs or Fervor talent from Fairies) granting her higher uptime. While her Skill1’s uptime is still not amazing, this is pretty much a non-issue as Ribeyrolles is a staple for most ARs and their uptimes match perfectly. With this, AS Val can generally ignore equipping a PEQ at Night and instead use a VFL and Focus Chip.
As AS Val has surehit, her benefit greatly depends on what enemies you are facing at Night. With many low to medium Evasion enemies, just about any strong AR with a PEQ will likely do the job just fine, but when you do want that surehit, AS Val’s performance is quite good.
With all that said, AS Val is still a front-targeting AR; there are many other strong surehit options, and other strong ARs will perform just fine with PEQs in most fights. As such, she is not a high priority.
Full analysis
Using Python is an option if you need much more uptime, but Ribeyrolles is preferred in most situations because of her perfectly overlapping Skill uptime and also being an amazing buffer for the other AR in the Echelon. You should also not tunnel-vision on maximizing uptime, as simply using a PEQ and #2 Chip is often the better option.
Note that Ribeyrolles' echoes do not trigger AS Val’s surehit.
