Overview
To put it plainly, she sucks. DP28 is a second volley MG. Cursed with the skill of Lock and Load with the 2 star low multiplier and base stats to go with it, DP28 should not be an option in the already low application range of MGs and usually just gets foddered immediately. There are better alternative budget options like LWMMG.

A clip size of 9 is small for an MG and means DP28 will struggle with beefier targets.
Low Skill Multiplier
On top of being a bad skill, DP28’s Lock and Load’s 28% multiplier is extremely low due to her rarity.
2nd Volley Skill
Second volley skills like Lock and Load are low in demand due to MGSG teams usually wiping out the enemy in the first clip, where first volley MGs and ones with respectable firepower reign supreme.
