Erma's entire Skill is resetting other Dolls' Skill Cooldown. Her initial Cooldown is an immense 40 seconds, but is reduced for each SMG other than Erma in the echelon. As such, her entire kit revolves around making other echelon members able to use their Skills twice in a row rapidly. This isn't very useful outside of messing about.
As such, Erma isn't very useful, and is not recommended for use.
Outside of memes, this isn't very useful.
40 seconds is just way too long, and bringing too many SMGs is usually not a good idea.
Some of the strongest Skills available offensively are M4 Mod's Cannon Mode and SCAR-L's self-buff.
For M4, reapplying the main skill won't give the massive Cannon damage twice over, but would reapply the Skill 1 Damage buff, while also debuffing her RoF twice. Not very appealing.
SCAR-L's self-buff is based on her stacks, which won't be maxed again until closer to when her skill is ready again anyway, so reactivating it early won't give you any benefits. Again, not very appealing.
Erma's Skill requires her to have other SMGs in the Echelon to do anything at all. As such, the All tiles are just bait.
