Overview
Liberator is a poorly implemented DPS SG with horrible defensive capabilities compared to other SGs. Technically, Liberator can do most tasks required of SGs just fine, and is therefore an option if you want to use her. But in more high pressure situations there is very little Liberator offers that another SG cannot do much better, and so raising her is really not worth it.

Full analysis
Liberator has disgusting survivability stats. Her armor is a low 21 and she sports one of the lowest HPs of any SG at 1155, making her one of the worst SGs defensively. While this does not stop her from dealing with weaker enemies quite easily due to the inherent nature of SGs, there are far better options for armor tanks available from career quests alone.
Liberator’s skill changes each attack into four separate ones at 50% dmg, making it theoretically a double damage self-buff. Among its issues are that it relies on SG clipsize, accuracy, and is inhibited by reload times, something other common DPS SG skills like Burst Impact ignore. It also quadruples the amount of armor reduction her attacks receive, which is not fun for a doll that has no access to AP rounds and low base firepower. And of course, the 8 second initial cooldown means that like most SG skills it will not matter anyways since everything will be dead by then. While it technically has respectable DPS, this skill falls short of other DPS options like Saiga-12 in the already incredibly unused niche of DPS SGs.
Liberator is simply outclassed in most situations and not even a good budget option as SGs are low in demand and better ones are available to newer players for free.
