M14 is a generic self-buffer, with her Skill increasing her Damage.
Her performance is quite a bit better than most other low rarity RFs. As such, she is a recommended option for early RFHG Echelons, though she should be replaced for stronger options later on.

M14 has exceptional base RoF, which combines nicely with the Damage buff provided by her Skill.
Mod review
Overview
M14 suffers from being an older Mod, not getting any stat increases from her rarity change.
With her Skill 1 multiplier changes from her Mod plus her Skill 2, M14 approaches old era 5☆ self-buffers in raw DPS, but ultimately still falls short in the modern meta as she requires Mod II to reach an average performance.
Pros
Damage and Critical Damage Self Buff
M14’s new Skill, Clear Fighting Spirit, provides a 10% multiplicative boost to her Critical Damage when Damage Focus is activated, while Damage Focus now buffs M14 Mod’s damage by 65%.
Exceptional Base Rate of Fire
While only receiving a slight bump to a base of 44, M14 Mod remains among the highest base RoF for RFs.
Cons
Low Base Damage
M14’s base Damage after upgrade is only 111, which does little to amend her place at the lower end of RFs.
Lackluster MOD III Equipment
While the M2 Bipod does technically help improve M14’s DPS by patching up her relatively lower Accuracy compared to other RFs, the overall gain is minor when compared to the amount of investment required.
