When "Precision Suppression+" is active, increase accuracy and evasion of the units with the worst accuracy and evasion on her buff tiles respectively. The increase is equal to ($buff_value)% of the difference between the target's and Makarov's own accuracy/evasion.
Makarov is a 3* defensive HG that debuffs the enemy’s accuracy. This improves the survivability of the whole team and is usually more effective than a similar evasion buff.
Despite her decent tilebuffs offering both firepower and rate of fire, her lack of DPS buffing on skill makes her usually worse than offensive support HG options like SAA and Grizzly, especially on RFHGs. Even as an option on heavily defensive teams, her low rarity multiplier makes even bad picks like Welrod a better alternative. Or just an SMG, since they have far more HP to work with.
20% Damage and 12% RoF is quite strong.
Her skill simply does not do enough.
As a 3-star, Makarov is a poor choice for such a niche application.
Makarov’s neural upgrade makes for some fun interactions. Her skill 1’s ICD is lowered to 4 seconds, and it now also gives ~40 HP Shield to every unit along with her usual accuracy debuff. This lowered ICD lets Makarov Mod circumvent one big problem with some defensive units, taking too long to work.
Her skill 2 gives the lowest accuracy/evasion units half the difference to her accuracy/evasion stat respectively. This lets her shield and give evasion to an ally with normally low or no evasion, like SGs and Taunt Fairy. Setup correctly, Makarov Mod can get their evasion to the hundreds.
A SG or Taunt Fairy with over a hundred evasion, armor plates, and HP shield. Yeah.
A similar thing can be done with accuracy and units like MGs/RFs at night. Combined with her improved offensive tilebuffs, Makarov Mod can really benefit teams that need her. Her skill 1 doesn’t really help with this however, and she can only target one DPS to improve accuracy on. To enable her to buff Accuracy at night, she must be using a PEQ.
It helps that she is a 3* to begin with, and so pretty cheap. Taking her to at least Mod 2 is a good investment.
Can significantly help SGs/taunt fairies/night-debuffed units despite their low evasion/accuracy. Also additive means the buff applies after debuffs.
A 40-point HP Shield is potentially useful for tanking certain attacks, even ones that hit every T-Doll.
4 seconds is fast. Great for making sure no one dies early.
Outside of night-battle shenanigans, Makarov Mod doesn’t offer much in terms of damage output from her skill. So just slapping her into every team wouldn’t work great.
On teams composed of units that already have a usable accuracy stat or have evasion-tanking units already, Makarov Mod doesn’t make as much of an impact, and is relegated to niche low icd shielding, which Shield Fairy might be able to do better.
Skill 2 formula example: Makarov Mod’s EVA: 150. Other unit’s EVA: 10. Added EVA: 0.5 * (150 - 10) = 70. Other unit’s final EVA: 10 + 70 = 80.
It also synergizes well with the accuracy debuff and HP shields of her skill 1 to give huge buffs to her target’s effective HP.
Easy applications to point out are to make a double-immortal SG, Hanyang Exodia at night, and letting a taunt fairy delay a deathstack far longer than reasonable. Easily bad ideas are using her on a regular RFHG at daytime or ARSMG whenever, where nobody wants what she’s offering.
Unlike her black market SPEQ, her mod SPEQ is not particularly useful. It’s a combination of flare ammo and HP ammo. Unless someone is starved for flare ammo for some reason, Mod 3 isn’t worth it. Mod 2 is though.
