Motoko attempts to do a lot of things, which all just do not end up amounting to much. She increases her survivability when she loses a link, but HGs are already so squishy that she'd just keep dying if anything was actually shooting at her. Her debuffs have such a low uptime that it's absolutely ridiculous, and her buffs are minor and requires her to also be shooting at the enemies that are dying, while her Skill is active.
While Armor debuffs are basically non-existant, it's also a niche that isn't really needed as Damage buffs and AP already achieve the same goal, but better.
30% Damage and 20% Crit Rate is quite good tiles.
5/15 is just completely awful. The standard HG uptime is 8/12, and this is just so extremely much lower.
