Negev is an MG whose sole purpose is fights lasting quite a bit longer than 30 seconds. Even with a Bipod she will only reach 3 stacks at 20 seconds (which is much better than with a Box). This also means her DPS will be subpar until at least 20 seconds have passed.
Her Skill simply gives her a stackable multiplicative 50% Damage buff, meaning she will have an effective self-buff of ~238% with all three stacks. This is a very high multiplier, only held back somewhat by her very low base Damage.
3 multiplicative 50% Damage self-buffs are quite strong if the fight lasts long enough for it to make up for her low starting DPS.
20% is the highest Armor tiles available; she also hits all 3 tiles in the front column, making her easy to put anywhere in the backline.
Negev needs at least 20 seconds to start dealing proper DPS making her entirely unsuitable for shorter fights.
Negev is still an MG, having random targeting and spends quite a bit of time reloading.
Negev benefits a lot from ZB-26's extra Ammo each time ZB reloads, as well as ZB's SPEQ effect granting additional Damage buffs with said reloads.
