Overview
Yet another Doll with a Skill that could have been useful if the uptime wasn’t so extremely bad. She works exactly as advertised, copying the Echelon Leader’s stats (Damage, Rate of Fire, Accuracy, Evasion, Armor, Movement Speed, Armor Penetration, Crit Rate, Crit Damage, HP Shields and even Night Vision). The problem is that she’s got an atrocious 5/16 uptime.
The rest of her kit isn’t even worth discussing. She gains a tiny stat boost if there is no other Echelon Leader, and she does buff others in her column if there are 3 SMGs, but these effects are so minor they’re not worth looking at twice.

Full analysis
The “cannot be affected by cooldown reduction” is only in battle (so something like Webley targeting her as a leader wouldn’t work, though you wouldn’t want that in the first place), while formation tile CDR would still work.
