[Passive]: After every 5 seconds, apply the following debuffs to the enemy units with the highest current DMG/ROF/EVA/ACC respectively: Damage -($dam_rof1)%, Rate of fire -($dam_rof1)%, Evasion -($eva_acc1)%, Accuracy -($eva_acc1)%, lasting for 3 seconds. [Active]: Enemy units that currently carry a DMG/ROF/EVA/ACC debuff have the corresponding stats reduced by ($dam_rof2)%/($dam_rof2)%/($eva_acc2)%/($eva_acc2)% for ($duration) seconds. Debuffs on different stats take effect at the same time.
PPQ's Skill might seem a bit confusing at first, but it is easily broken down into her Passive and Active.
Her Passive triggers every 5 seconds, applying one debuff of each type to whichever enemy has the highest of each stat. If you are only fighting one enemy, it will get all the debuffs. These debuffs last 3 seconds.
Her Active checks what debuffs are currently on enemies and applies an additional debuff of each type present. For example, if a single enemy has a Damage debuff and no other debuffs are present, that single enemy will get an additional Damage debuff. Activating her Skill while her Passive's debuffs are active will obviously apply more debuffs.
Overall this isn't too useful in most cases, as you usually don't have permanent debuffs on everything to take advantage of giving more debuffs, and even if you did there's not a very big benefit to just applying tons of varied debuffs compared to applying a specific important debuff multiple times (Damage debuff for example).
As such, PPQ isn't a general use HG and doesn't see much use.
If you already have something else that has applied a variety of debuffs on enemies, PPQ can reapply said debuff types with her Active.
PPQ needs someone else to already have applied debuffs to all enemies to repeat those debuff types. On her own she can only apply 1 Debuff of each type based on her Passive to up to 4 enemies.
PPQ on her own really isn't that good, and only really would be useful if you are already applying debuffs through other means and want to extend the time said debuff types are active.
For example, RO Mod needs debuffs on enemies to get her extra Skill 2 Evasion checks. While RO's Skill 1 is active, enemies have both a Damage and Accuracy debuff active, and if you use PPQ's Active before those debuffs fall off, you will gain new debuffs of those types on all enemies. However, if you let RO's debuffs fall off before activating PPQ's Active, you might get no debuffs, or only the 4 total debuffs from her Passive, which hardly would help RO out.
As such PPQ is both somewhat limited in use and also needs to be timed correctly.
