TEC-9 is a 3★ HG obtained as the login reward for June 2020. Her usefulness may not be immediately apparent, but TEC-9 is actually a strong HG which offers a great niche not found within higher rarity HGs (at the time of writing).
Starting with her tiles, she carries a whopping 32% Rate of Fire buff on them. Her tile layout does look odd at first, but is completely fine for the team comps that one would want to use her in.
TEC-9’s skill, Firepower Suppression N, is the main reason why a commander would field her over higher rarity HGs. This debuff skill reduces the damage of all enemies and has a stronger effect at night. This is a much more consistent survivability boost than RoF or Accuracy debuffs, and makes TEC-9 great for reducing the damage that your T-Dolls take and most notably has excellent synergy with HS2000 for shield teams that can even shake off the attacks of the almighty Doppelsöldner.
Up until now, even the good login dolls are ones that have typically been a “use if you want to” case. TEC-9 is a genuine standout option even compared to the standardly available cast of HGs. This is one login doll that nobody should overlook.
Firepower Suppression N debuffs the damage of all enemies by 22% in the day and 40% at night. The larger damage debuff at night is very strong, and the daytime debuff is not even that much lower than other dolls with the general version of this skill (22% debuff in the day from TEC-9 VS 25% debuff from MP-443).
She is used in a similar way to how one would use M1895 (AKA Nagant Revolver) who possesses the same skill. Her most notable niche is within shield-based teams. When paired with HS2000, the combination of her teamwide shields with TEC-9’s damage debuff allows the whole echelon to resist against strong attacks.
The most notable enemy this is useful for is the Doppelsöldner, with this combination being able to just shrug off their AoE grenade barrage with minimal damage at worst. While HS2000 is ok by herself against a smaller number of enemies, adding damage-reducing HGs like TEC-9 or Nagant Revolver can increase the number of AoE attacks that the shield can resist.
Outside of shield teams, this skill can still see usage in general RFHG and SGMG teams. For RFHG teams, it can increase the durability of the other HGs substantially unless the enemies being fought just hit so hard that they can still defeat an entire link in a single hit. While Nagant Revolver is better for SGMG teams than TEC-9 due to better buffs for MGs, but the skill is still nevertheless effective and the two can be used together to make the SGs take even less damage.
TEC-9 at first glance has a rather strange tile layout, buffing the allies in positions 2, 4, 6, 7, and 8 from position 5. This is however a non-weakness and will be fine for the teams you would primarily want to use her in.
The tiles themselves carry a huge 32% Rate of Fire buff. This value rivals that of many 5 star HGs that also buff Rate of Fire on their tiles and is extremely good for many RFHG teams.
While TEC-9 can still be a fine choice for general RFHG teams thanks to her excellent tiles, her debuff skill is not going to be useful for every scenario. There will be plenty of times where her place could be better occupied by HGs that carry team buffs for increasing DPS instead.
