Vector is the strongest pre-Mod Molotov SMG, thanks to her 5☆ multipliers and high base Damage for a Grenadier SMG. Molotov SMGs are very strong early on as enemy packs tend to be dense with individually weaker enemies that become dangerous due to their high unit count. As you progress further into the game, newer enemies start having various traits that make this less useful, such as coming with HP Shields or being single-linked combined with ever-increasing health pools. For performance as a Molotov SMG, she is outclassed by Micro Uzi Mod due to her Skill 2.
Where Vector stands unique is in being by far the cheapest Dragger for Corpse Dragging in 13-4. As Molotov damage does not scale with dummy links, she can be left 1-link for cheaper resupplies, while still performing her role perfectly, making her the premium option for this.
Molotov SMGs are among the strongest options for AoE damage against groups of linked enemies in the early game, and Vector's 5☆ rating combined with her decent 30 Damage makes her excel in this role.
Thanks to having 5☆ multipliers and good base Damage, a 1-link Vector with some Damage buffs from tiles and Fairy aura makes her the cheapest 13-4 Dragger option, as resupply costs scale with links.
25% RoF is quite good for whichever AR is behind her in normal echelons.
As Vector is a Molotov SMG, she excels where her skill can do significant damage, but falls off later on as HP increases dramatically and HP shielded or single-link enemies are almost everywhere.
