Vepr is a 3★ version of Ribeyrolles. That’s really all that needs to be said. She’s an AR that buffs other ARs with her tiles and skill. She has the same tiles and skill as Ribeyrolles, albeit a bit weaker due to the lower rarity. Statwise, Vepr has a lot lower Damage but higher Rate of Fire.
At the current stage of the game, Ribeyrolles already sees little usage and it is often regarded that a 3rd DPS AR or a HG is usually superior. This is due mainly to her own lacklustre combat performance. Vepr naturally has this even worse, making her less appealing. Regardless, Vepr still provides some good utility and is not a necessarily bad choice for a Position 4 AR.
Most commanders will find little reason to keep and level Vepr, given what was mentioned above. Still, if you happen to like her and want to use her, you won’t be hurt too greatly by her performance.
Vepr buffs the two ARs above and below her for 16% Damage. Her skill, Blue Steel Timpani, provides a boost of 22% Damage, Accuracy, and Rate of Fire to any allies on her tiles for 5 seconds. Vepr does offer some nice bonuses to the other ARs which can help her to boost the team DPS more than some HGs would.
Steel Blue Timpani suffers from a 5 second uptime with a 16 second cooldown, resulting in a lot of down time over longer battles. Vepr also suffers from the fact this skill doesn’t buff herself.
Vepr has a low Damage stat of 48 and an average Rate of Fire of 71. Combine this with the fact that her own skill doesn’t buff her in any way and Vepr will really underperform in her own damage output. This is why HGs and sometimes just having a third DPS AR can result in higher overall team DPS
