Overview
VP9 is a Rate of Fire buffing HG, increasing her allies’ Rate of Fire with her Skill. VP9 also additionally grants flat Accuracy to allies.
A HG’s effectiveness is based on their Skill effect combined with their tilebuffs. VP9 has an effective Skill with strong tiles. The free flat Accuracy on her Skill is also quite nice against more evasive enemies, especially at Night. As such, VP9 is recommended to raise.
Full analysis
Flat Accuracy is additive, which is applied after Night Penalty or other debuffs. This makes VP9 capable of counteracting such effects to some degree.
