Overview
The SCAR twins are some of the strongest Damage Dealers available in GFL when paired together, with SCAR-H primarily functioning as an enabler for SCAR-L's insane Damage output.
Both SCARs have additive buffs, which are applied after multiplicative buffs and thus do not work with most standard buffers. This means teambuilding with the SCARs is slightly different from normal echelons, but with how absurd their Damage output is, most campaign content can be cleared without issues by just adding a tank or two to the echelon.
Due to the nature of their additive buffs, basically only Vulnerability and Crits works well to scale their Damage further, should this even be necessary.
SCAR-H does function as a generalist on her own in a regular RFHG but you would much prefer to use her with SCAR-L due to how absolutely insane they are together.
In regards to M4A1 Mod and her Exodia, there are a lot of comparisons here, as memed by xVarz:

M4 shoots the frontline. SCAR-L shoots the frontline. M4 is the main DPS in M4ex. SCAR-L is the main DPS in SCARs. - M4ex is very high effort:
M4ex needs kiting. Like, a lot of kiting. That's pretty high effort compared to just sitting there twiddling your thumbs as the enemies just melt on their own with SCARs.
The basics here remain true, and SCARs are incredibly easy to use in comparison to M4 exodia.
As a final note: SCAR-H's Luna Maria tiles are far more important than the tilebuffs that either doll provides. Combine this with the fact that SCAR-L's Damage buff is additive, she does not benefit from tiles much at all and tilebuffs are largely irrelevant for SCARs.
Pros
Incredible 30% Bonus Damage On Luna Maria Tiles
SCAR-H's 30% Bonus can crit and it scales incredibly well with almost any DPS source.
Defensive Utility On Tiles
Allies standing on Luna Maria tiles will not take odd-numbered amounts of damage below 30 points.
High Damage Output
If she is together with SCAR-L, she can easily cap her own RoF, and she also provides any doll on her Luna Maria Tiles with additional RoF.
Additive Buffs
As SCAR-H's buffs are additive rather than multiplicative, they cannot be cleansed by enemies and they are not reduced by debuffs as it is applied afterwards.

You really really want to use the SCAR twins together, and they are much weaker on their own.

Each second, SCAR-H gives 1 skill stack to each Doll on an odd-numbered tile, allowing her to buff said Dolls with a flat RoF buff when activating her skill.
Her Unity Skill only affects herself, giving herself an additional 4 stacks per second; other allies still gain 1 stack per second.
